Médecins Sans Frontières (MSF) is an independent, medical, emergency relief organisation that provides assistance to people worldwide, regardless of their background, religion or political convictions. Above all, we aim to save lives and to offer medical care to victims of disasters, wars and epidemics. Working together with local staff, we give direct support to the population. MSF also appeals to those in power, including governments and international organisations, and speaks out about the abuses we encounter in the course of our work.

MSF coordinates operations through collaborations between global offices. ‘Artsen zonder Grenzen Nederland’ (MSF-Holland) has a partnership with offices in the UK and Germany. This partnership, known as ‘MSF Operational Centre Amsterdam’ (MSF-OCA), operates medical humanitarian interventions in about 25 countries. Annually, MSF-OCA deploys over 700 international staff and employs close to 10,000 national staff.

The office of MSF-Holland located in Amsterdam hosts more than 300 employees, offering direct support to MSF-OCA operations.

With immediate effect the Management Team is looking for a

OCA Strategic Plan 2020- 2023 Coordinator (100%)

Based in Amsterdam

This is a project for a high potential leader in OCA, working side by side with the Directors to shape the vision and strategy, allowing us to add the highest value possible to our humanitarian medical mission.

The main objective of this project is to ensure that, thanks to a thorough and inclusive process, we as OCA have a clear sense of direction, have made choices, know how we translate our social mission to be fit for purpose and fit for future. This should develop a strategic plan that clearly defines the main priorities of the OC for the period 2020-23, the values, interdependencies, principal processes and tools needed to achieve them and the ways by which progress can be evaluated. The main responsibility of the post-holder will be to design and facilitate a process that deepens our strategic thinking and will guide us in clarifying the direction of the organization. It needs to be structured sufficiently to achieve this objective without, however, placing an overly heavy burden on the main contributors. This process should afford relevant and timely opportunities for OCA stakeholders, especially colleagues in the field, to be part of the development of the strategy.

For the first time, the process of developing the OCA SP will involve more regular consultation and exchanges with the other OCs who are also producing their Strategic Plans covering the same time period.

An important moment in the strategic plan process is the annual Co-ordinator days (Co-days). The post-holder will facilitate shaping the agenda and content of the 2018 and 2019 Co-Days in Amsterdam, the key event bringing together MSF OCA leaders from the field and HQ to discuss strategic issues affecting the organization.

​The post-holder reports directly to the Chair of the OCA Management Team (MT). He or she works closely with the other MT members and their Executive Assistants.

MAIN RESPONSIBILITIES

  • Establish and chair a project team of colleagues from different OCA departments and entities who will be involved in the Strategic Plan process as a part of their function.
  • Develop a project plan: design a time-bound process with clear objectives. This includes establishing a time-line, a mapping of key stakeholders and a mapping of risks and measures to mitigate them. The project plan needs to be approved by the OCA Management Team.
  • Ensure the set-up of information management methods and tools necessary to structure and implement a complex, multi-faceted process involving multiple stakeholders from our field programmes and across the different HQ offices of the OCA.
  • Use existing or establish new bespoke internal communication channels to ensure all relevant stakeholders, especially in the field, can effectively contribute to the SP process and feel that their contributions have been heard and acknowledged.
  • Organize the day-to-day implementation of the process and support key staff, especially the Chair of the OCA Management Team to allow them to fulfill their responsibilities.
  • Ensure important SP discussions are minuted and transform the minutes into draft elements of the SP. Work with a specialist English-language editor to produce the final copy.
  • Analyze and conceptualize information, draft a comprehensive vision and strategy document with a concrete strategy roadmap.
  • Working with relevant stakeholders in Amsterdam and elsewhere across the OCA, organize the Co-Days in 2018 and 2019

CANDIDATE PROFILE

  • Experience with managing conceptual projects (preferably linked to strategy development) with international stakeholders
  • Analytical thinker with the ability to conceptualize as well as assemble and structure qualitative data and other information in a logical comprehensive manner
  • Ability to listen, influence different individuals and teams
  • Self-starter and team player able to organize and facilitate workshops and group sessions
  • Interpersonal skills: a genuine interest in interacting with a wide range of colleagues
  • Experience of managing internal communications in an international, networked multi-lingual organization
  • Excellent written and oral communication skills: ideally a native English speaker
  • Experience of organizing large events
  • Experience of (managing) Information management
  • The ability to work to tight deadlines and to anticipate and plan for upcoming events
  • Previous experience of working in the humanitarian field, ideally with MSF OCA, would be an advantage

WE OFFER

  • A challenging and exciting position in an international environment
  • A project contract from June 2018 till at least 31st May 2019, with a possible extension until December 2019, depending on project plan, based on a fulltime appointment (40 hours/week).
  • A gross monthly salary between € 3199,- and € 4568,- depending on professional experience, based on a fulltime appointment
  • Other benefits include 30 holidays per annum based on a fulltime appointment and a premium-free pension plan
