Médecins Sans Frontières (MSF) intervenes in emergencies and crises, to relieve human suffering from unmet medical needs and to create a space for humanity. Artsen zonder Grenzen (MSF-Holland) is an Association of (former) field and office employees, with a Board keeping oversight. MSF-Holland has a partnership with MSF offices in the UK and Germany. This partnership, known as ‘MSF Operational Centre Amsterdam’ (MSF-OCA), operates medical humanitarian interventions in about 25 countries. Annually, MSF-OCA deploys approximately 800 international staff and employs 10,000 national staff.

The Logistics department plays a key role in ensuring logistic support and performance for the benefit of the programs conducted in the various project countries. The department consists of the Procurement Unit and the Field Support Unit.

The Procurement Unit (29 staff) is responsible for processing the orders from some 24-project countries and delivering a wide assortment of medical and non-medical goods to the projects within the required timeframe. A part of the assortment is strategically held in stock while the rest is procured on an as need basis.

Currently, the Procurement Unit goes through an improvement process that aims at a better control of the supply chain: continuously improving on efficiency and service levels in terms of quality and speed and responding better to operational needs.

Operational Procurement deals with the regular transport of supplies to the MSF project countries. The often complex settings require an expert to plan and to help prevent and/or solve operational delivery constraints and to explore new transport lanes e.g. in emergencies. Together with your colleagues, you are responsible for effective and efficient transport solutions towards the project countries as well as for inbound to our Schiphol based distribution warehouse. You play an important role in maintaining a transport network infrastructure ensuring predictable transit times of the orders.

The relationship with our main logistics service provider at our Schiphol distribution warehouse is key. You will act as liaison between MSF and this logistic service provider as well as with other partners in the network.

MAIN RESPONSIBILITIES

Your core activities include:

  • To support and advise the department in all (ocean, air and road) transport related matters, incl. regulatory compliance;
  • Be the liaison for MSF’s logistics service providers.

More specific:

  • Provide support regarding the organization of air, maritime and land transport of international orders for the MSF projects;
  • Maintain performance and cost reporting, provide statistics and overviews, report monthly KPI’s;
  • Draft agreements with MSF’s logistics service providers, safeguards internal and GDP compliance and raises issues with Responsible Persons, initiates improvements in the way of working and regularly benchmarks agreements against offers of other providers;
  • Chair operational meetings with the logistics services provider for distribution warehouse forwarding operation at Schiphol, issue timely minutes and follow up on defined actions;
  • Support as member of Procurement Unit’s emergency core group, the transport planning during emergency interventions, in consultation with the logistics service providers;
  • Offers guidance for all temperature conditioned transport processes in close cooperation with logistical and medical counterparts;
  • Supports with transport insurance policy claims administration with insurer, and manages claims with Logistics Service Providers;
  • Based on ongoing operational evaluation of the transport processes, propose improvements and /or explore new and/or better transport lanes to the warehouse in the Netherlandsand to MSF project destinations;
  • Supports the Responsible Persons on the application of GDP regulations and international regulatory compliance matters;
  • Offers guidance on use of Incoterms on inbound and outbound shipments of the main warehouse in The Netherlands, as well as for direct shipments from suppliers to the MSF projects;
  • Ensure knowledge pertaining to new regulatory/legislative aspects regarding transport and Customs is updated and put into practice.

CANDIDATE PROFILE:

  • We are looking for a highly motivated person with a relevant HBO-level education with at least three years relevant working experience in international air and/or sea freight and onward overland transport. You are knowledgeable about multimodal global transport lanes to remote places (e.g. interior Africa).
  • Good communication skills (oral and written) and fluency in English are essential.
  • Understanding the Dutch language is an asset.
  • Your way of working is organised. You are able to work independently, but as you work in a team, you are a team player as well and as such ensure good coordination and communication with all parties involved.
  • You show initiative and thoroughness, you have a practical problem-solving attitude (pragmatic and resourceful) and you know to prioritize. You are furthermore service-oriented, accurate and have a good follow-up attitude. You get things done through others.
  • The work environment is at times hectic and unpredictable, which make flexibility, thinking out-of-the-box and eagerness to learn important qualities. You can anticipate possible scenarios to be most prepared. To perform well, you should be eager to teach yourself everything that is relevant and be innovative. You are organised and have attention for detail. You have contact with the transport industry and/or find your sources speedily and with ease.
  • You are furthermore prepared to work outside office hours, when required, e.g. in case of emergencies in the MSF projects. The humanitarian work field motivates you; in addition to listed qualifications, you might have field experience in for example supply. Familiarity with automated order processing systems/ERP systems is an asset. You are prepared to take on operational tasks when requested and share your knowledge with others.
  • A DG certification is an asset.

WE OFFER

  • A challenging and exciting position in an international environment;
  • A contract for one year with renewal option, based on a full time appointment for 40 hours per week (100% labour percentage, spread over 5 days one week).If found suitable, preference will be given to candidates able to start on the date required.
  • A gross monthly salary in scale 5 between € 2,365 and € 3,377 depending on professional experience, based on a fulltime appointment (40 hours per week);
  • Other benefits include 30 holidays per annum (based on a fulltime appointment) and a premium-free pension plan.
