Effective immediately the Public Health Department of Médecins Sans Frontières (Operational Centre Amsterdam) is looking for a: Healthcare Management Advisor (100%)

The overall purpose of Médecins Sans Frontières (MSF) is to preserve life and alleviate suffering while protecting human dignity and seeking to restore the ability of people to make their own decisions. MSF accomplishes this through the provision of medical aid and a personal commitment to act as witness to events surrounding populations in danger. This work is essentially performed in periods of crisis, when a situation is no longer held in balance and the very survival of a population may be threatened. The underlying basis for realising its objectives is respect for medical ethics, humanistic ideals, human rights and international humanitarian law.

Our ambitions to respond to the health needs of patients and communities affected by crisis have led to an increase in our knowledge and capacity. In turn, we have developed more complex and diverse medical programming, including the provision of multiple health interventions integrated at different levels of health care. This capacity to deliver diverse medical programmes is undoubtedly one of our strengths, but it increases the demands we place on our Head quarter and field teams. Implementing a combination of health interventions in difficult contexts, prioritising unmet health needs and working with limited resources all pose continuing challenges to our staff.

To address this, one proirty area of focus in the new organisational strategic plan is to improve our healthcare management practices, mainly projects where we manage large hospitals and complex integrated health programming.

Position within the organisation
The position will be based in the OCA Public Health Department, line managed by the Medical Director. He/she will work as part of a small mutli-disciplinary team providing the catalyst and support to the wider organisation.

Main objective of the post
Overall to support the improvement of healthcare management and administration practices within MSF OCA, as set out in the new OCA Strategic Plan.

• Provides input and supports the training department to develop the capacity of the senior managers, in combination of developing and delivering healthcare management specific training modules in existing training courses and identifing new learning opportunities
• Support field teams to implement new models of management within large healthcare structures and collaborates with the HQ HR department to develop the required staff pools
• Support the operational senior managers (headquarter and field) to improve collobaration and co-manage healthcare programmes with partners
• Supports and shows ownership of implementation of project level quality management systems
• Provides input and collaborates with the logistics department to develop the facility management aspect of the healthcare facilities

Gestelde eisen

Healthcare administration/management
• An undergraduate degree or post graduate education in healthcare administration or management (a related subject would also be considered)
• Minimum of three years working as a healthcare manager
• Previous project monitoring and evaluation experience is desirable
• Previous change management experience is desirable
• Field experience in resource limited settings is desirable
• Fluent English essential; French desirable

Capacities and skills:
• Good oral and written communication skills
• A high degree of work autonomy as well as management capacity is required
• Ability to make field trips to multiple projects providing direct implementation support
• Strong analytica and problem-solving capacity


40 hours a week


• A gross monthly salary in scale 7 between € 3,062 and € 4,373 depending on relevant professional work experience
